    The Pennsylvania Self Storage Association (PASSA) is always looking for new ways for our members to participate and become more involved with the Association. Join your peers on the PASSA board to engage further into the leadership of the self storage industry in your state  for the term January 1, 2020-December 31, 2022.

    Please call or email your state representative today and ask him or her to support House Bill 1756. 

    The bill is expected to be voted on by the House in December or January. PASSA members are urged to call or email the state representatives whose districts cover their homes and businesses and ask those representatives to support HB1756.  

    The Pennsylvania Self Storage Association supports HB1756, which is a continuation in PASSA’s efforts to modernize the self storage lien law. Following negotiations with members of the House Commerce Committee, HB1756:

    •  reduces the number of lien sale advertisements that must be published in a newspaper;
    • establishes a late fee safe harbor of $20 or 20% of rent, whichever is greater;
    • allows operators to deny access when the tenant is in default for at least 10 days (down from the current 20 days); and
    • expressly authorizes online lien sales.

    We Need you to Voice Your Support Today!

    The Pennsylvania Self Storage Association supports HB1756, which is a continuation in PASSA’s efforts to modernize the self storage lien law.  Specifically, HB1756:

    • provides for alternatives to advertising lien sales in the newspaper; 
    • establishes a late fee safe harbor of $20 or 20% of rent, whichever is greater; 
    • allows operators to deny access when the tenant is in default for at least 5 days (down from the current 20 days); and 
    • expressly authorizes online lien sales. 

    The bill is expected to be heard by the House Commerce Committee in November.  PASSA members are urged to call or email the state representatives whose districts cover their homes and businesses and ask those representatives to support HB1756.  It is especially helpful for representatives on the Commerce Committee to hear from PASSA members.  You can find your representatives by clicking here, and you can find representatives on the Commerce Committee by clicking here.

    PA Self Storage Association (PASSA) Hall of Fame Nominee Submission Rules

    The PASSA would like to recognize some of the Pennsylvania Self Storage Owners/ Operators/ Vendors/ Managers that have gone above and beyond and helped shape our industry in Pennsylvania. 

    Nominees should be pioneers, innovators, respected entrepreneurs, great leaders, or hard workers willing to help anyone to improve the self storage industry.  If you know someone who fits this description, please nominate them today!!

    The award will be presented to the winner at the Fall Conference on October 9, 2019.

    Things to Know:

    1. Nominee must have entered the storage industry at least 10 years ago.

    2. Nominee must have distinguished himself/herself through proven record of accomplishment.

    3. Nominees are expected to have demonstrated high moral standards, impeccable integrity and strong business ethics.

    4. Nominees must have been PASSA members, directly or through their organization.

    PASSA members and our lobbyist have secured Rep. Keith Gillespie to sponsor a bill further modernizing the state’s self storage lien law.

    Rep. Keith Gillespie's Message:

    "In the near future, I plan on introducing legislation to make some timely updates to the Self-Service Storage Facilities Act. The legislation will make updates to newspaper advertising, late fees and access time to the storage unit.

    Specifically, under current law, self-storage facility owners are only allowed to advertise in a newspaper. With the readership of newspapers declining significantly, this is not an effective way to reach an audience, so the bill allows owners to advertise on the Internet.

    For late fees, there is no current law to address this, so the bill adds a late fee when a occupant fails to pay.

    Finally, the bill addresses access to the unit. Current law requires the owner to wait 20 days before locking an occupant out of his/her unit. The bill changes this to 5 days.

    These changes are significant in making the Act more modern and protect both the owners and the occupants."
